Department Description

The Emergency Department at UCSF Medical Center provides care to patients with urgent medical conditions ranging from complex problems such as heart attacks and strokes to simple but pressing conditions such as cuts and broken bones. Care is provided 24 hours a day, serving more than 40,000 patients a year.

Our team includes board-certified emergency medicine specialists, nurses trained in emergency and critical care and other specialists who are called upon as needed in areas such as gynecology, neurology, obstetrics, orthopedics, pediatrics and surgery.

Job Summary

The Director of Emergency Services is responsible for the administrative and clinical oversight of the services provided in the Emergency Department under the span of control of the Executive Director and Chief Nursing Officer for the UCSF Medical Center and UCSF Benioff Children’s Hospital. Key areas of responsibility include:
Leadership

  • Acts as a role model for Nursing by integrating into the Emergency Services culture all facets of the Magnet Model and Shared Governance and by representing Emergency Services on community and UCSF based committees, task forces, through active engagement with professional organizations and promoting compassionate care.

Personnel Management

  • Responsible for day-to-day oversight and management of the Emergency Services staff and compliance with all UCSF policies and procedures, Nursing Practice Standards and with ongoing employee engagement monitoring.

Budget Management

  • Responsible for strategic and operational cost management associated with the annual Operating Budget, the annual Capital Budget and for stakeholder oversight for Information Technology and Design & Construction Budgets pertaining to Emergency Services.

Regulatory Oversight

  • Ensures Emergency Services is in compliance with all regulatory standards and maintains required accreditations and licensing.

Medical Staff Liaison

  • Supports the Department Chair and Medical Directors ensuring clinical resources are available and accessible 24 hours a day, seven days a week.

Disaster and Emergency Preparedness

  • Accountable for oversight of Environment of Care (EOC) action plan for Emergency Services which includes emergency preparedness, emergency response and the management of resources during an activated disaster or any activated emergency condition.

The Director of Emergency Services is dedicated to supporting UCSF Medical Center, the Executive Director of Patient Care Services and Chief Nursing Officer, and the Emergency Services Medical Staff in achieving organizational and departmental goals. Actively supports Continuous Process Improvement (CPI) initiatives and strategies targeted at improving patient satisfaction, optimizing patient flow and providing compassionate care in the Emergency Department.

Required Qualifications

  • Minimum five years of increasingly responsible management experience in a complex and highly-matrixed health care organization. Ideally in a multi-hospital system with a service line structure
  • Track record of management and staff collaboration across the hospital, medical center or enterprise
  • Active Registered Nurse licensure in the State of California
  • National certification in nursing leadership required or obtained within one year of hire
  • Bachelor’s Degree in Nursing requierd
  • Master’s degree in Nursing, Business, Health Care Administration or related field
  • Strong conceptual clinical base with expertise in professional practice models, systems thinking and quality improvement
  • Commitment to an academic mission which supports education and staff development
  • Experience with LEAN methodologies and/or knowledge and support of LEAN principles
  • Knowledge of and experience with the American Nurses Credential Center (ANCC) Magnet journey and process
  • Extensive knowledge of hospital operations in a multi-hospital setting; knowledge of appropriate professional standards for the multidisciplinary team
  • Advanced communications and interpersonal skills to promote an effective model of shared governance among multiple disciplines. Ability to motivate and engage all levels of staff in regards to patient care programs, strategies, and organizational mission and values
  • Advanced leadership, fiscal and operations management skills. Ability to develop nurse leaders in their adoption and promotion of a shared governance model of collaboration
  • Ability to develop a systems strategic plan and implement vision across a large, complex organization
  • In-depth knowledge of a broad scope of relevant regulatory requirements, as well as legislative, accreditation, licensing and compliance environments
  • The flexibility to orient and work at all UCSF Medical Center locations is required

Preferred Qualifications

  • Seven to ten years general management experience in a complex, multi-faceted health care setting
  • Five years experience working with a physician group practice managing through influence and collaboration
  • Previous leadership experience in emergency clinical care

Licensure/Certification

  • Active Registered Nurse licensure in the State of California
  • National certification in nursing leadership required or obtained within one year of hire

Work Environment

  • Keeps working areas neat, orderly and clutter-free, including the hallways. Adheres to cleaning processes and puts things back where they belong. Removes and reports broken equipment and furniture.
  • Picks up and disposes of any litter found throughout entire facility.
  • Posts flyers and posters in designated areas only; does not post on walls, doors or windows.
  • Knows where the Environment of Care Manual is kept in department; corrects or reports unsafe conditions to the appropriate departments.
  • Protects the physical environment and equipment from damage and theft.
